This is not too crucial of a bug and likely won't be fixed until Things Slow Down™. This is because it doesn't actually hurt anything. There is a similar bug without keyboard editing that has already been reported here: Stacking Cap Blocks and, less broadly, here: Weird stack blocks after cap blocks. You can look at the replies there for any additional information that I have not mentioned.
This also happens when inserting a cap block into a script, I believe. It's no big deal.
What is the “™” for?

Honestly, I would call it a misfeature, because there are use cases for this, especially with

That's not the + from the define block, it's a feature to outline a script. I have fixed the misaligned outline in the next version.

It's not new to snapblocks, it's in scratchblocks as well. It's purpose was to highlight blocks, such as someone showing where to add blocks. You can also use "-" to show a line over a block, showing blocks to remove. At least that's the intended purpose, I've never seen anyone actually use it.
On the Scratch forums when they updated to Scratch3 style, I saw someone use it (along with the snap list icon, among other things).
