Amazon does most of Alexa's AI(e.g. Grammar, Voice recognition).

It's not supposed to be a voice assistant, it's supposed to be an app for a voice assistant.
Edit: Is it just for licensing stuff I’m guessing?
It's actually just a requirement to use the Alexa skill creation APIs and get access to the developer console.
