Is there a way to zoom in on the Vector/Bitmap editor?

No
The built-in editor is just a basic editor
Much better to use an external one such as Inkscape or GIMP

How would I upload it to Snap*!*

Well I save my files to my computer and then drag them into the editor from my file manager

Some people who are familiar with the Scratch costume editor continue to use it and right-click on the little costume image and select export
