RECaptcha is enabled by Miraheze to prevent spam. Are you in China? Most Google products are blocked there, according to Wikipedia. (Whoops, I forgot that Wikipedia is also blocked in China.) This means that Chinese people cannot create accounts unless captcha is removed, which I am not even going to try to do unless we create a system for creating accounts since that enables us to prevent spam.
