I just noticed that there is a little heart button that doesn't seem to do anything on the Community site's project page? Is it a St. Valentine's Day easter egg?

That seems to be a bookmark button. If you look at the user menu, there's a page for "bookmarked projects", and any project you click that heart button on gets sent to this page.
Although I personally would change the icon, since it will most likely remind people of the heart button on scratch, and not think it's a bookmark button. The only indication that this is a bookmark button, is when you hover your mouse over the button for a bit, there's a little tooltip that says "Save this project in your bookmarks".
I do believe that this is a really cool way to keep track of projects that are cool without having to create a collection, though creating collections do allow you to organize projects more.
for sure. they could/should reuse the forum bookmark button.
