What library are these prims used in?

I found primitive "db_" blocks that store information in the browser cache and retrieve stored information.
They seem like they could be a method of saving, instead of having to paste a code, the code's already there for you!

I've also seen no one talking about them, I assume they must be some sort of obscure feature.

They are used in the Database library for local browser storage.
