Well past time. I've totally dropped the ball on the manual; it's one of the things depressing me.
We sort of have a plan at Berkeley about moving the manual from Word to something like TeXInfo, which could generate live web pages as well as printed pages, and then giving it its own repo to which a few people could contribute, although not everyone because, just as Jens in his heart of hearts thinks nobody can program well enough to work on Snap!, in my heart of hearts I think nobody can write technical documentation well enough. :~/
But this plan is sort of stalled at the moment. There are programs to do the conversion automatically, but they're not good enough; after you run the program you have to go through the whole document carefully reattaching pictures to the paragraphs they belong in.
And I have to convince myself not to worry so much about having pages be reasonably full; I keep doing things like rearranging the order of libraries because they take different amounts of space on the page.
