he's a mod, so he can upload any file. Regular users can only upload images (jpg, jpeg, png, gif, heic, heif, webp).
Ah. Yeah, and there doesn't seem to be a setting to allow anyone other than staff to do it, other than by allowing anyone to do it, which seems like a bad idea.
Can't you make it user dependent, like - if trust level = staff or permitted usernames contains username?
The whole point of using third-party forum software instead of building our own is to avoid having to put staff time into it. Sure, in principle we could dig through the forum code and invent that feature, but frankly the forum is not a big priority for our limited development time.
