In this case, Snap! has a more flexible way of doing things than Scratch
Any sprite (or the stage) can ask any other sprite (or the stage) to change its costume
The way I do this is - select the stage - and directly choose what costume you want the stage to be set to in the category
Drag it to the sprite that you want to control the stage with and drop it onto it
It will then appear at top left of that sprites Scripts area
And then you can use the tell block
Alternatively, a quicker (but not as nice to look at) is to directly change to the costume number
