I think they are, Snap! only uses them because they asked the scratch team if they could and got told yes, but there is a reason they hired an artist to create new costumes for them and she holds all her characters copyrights, you can find it in the about page.
I hopped on to the scratch website to find more information, but I can't find it, that doesn't mean it's not there, it just means I didn't find it, but I think you'll find that somewhere in the mix is a copyright for the images in the library, maybe not, but probably.
So you'll probably want to redraw that image
There are technically four (new user, basic user, member and regular), but new user is the only trust level that is different from others. You can increase your trust level and gain more privileges, but after it increases once, there are no more privileges to gain.

No, most of Scratch's costumes are freely copyable. The exceptions are the cat, Gobo, Pico, Nano, and those guys. (I don't remember the complete list -- not a big Scratch costume user.) We had to get permission to make a modified Gobo to use as our Alonzo mascot. But the letters and stuff are okay for anyone to use. The name "Scratch" is of course a trademark.

But there doesn't seem to be any libraries included
And I couldn't get it to close without manually killing the process

Snaptop for Windows has been released
Also it's not a installer, it's just files only, since i don't have a windows computer, i have to use wine to make it.

why is the file so big? snap shouldnt take up over 200mb..? anyways when i launch it the window that spawns isnt big enough and it cuts off the side of the screen.
also it froze my entire system like 3 times before it finally opened. but i think its just my pc being wonky and it was just bad timing
probably a problem with the code in @mrdev88's electron project. you have to manually code the X button to actually do something for it to work. it seems to work for me, so they might have fixed it
@joecooldoo It's electron, it has a embeded copy of chromium, That's why it's so big.
@cymplecy also i didn't code the X button to do anything, it might be a bug with electron.
Also i have a mac, so i haven't test it out with Windows and Linux
