But for me its every time 15 second on my PC.Im currently using my laptop that has windows 7 on it.My PC has Windows 10.On my laptop it takes sometimes 1 second or 15 seconds

Windows 7 is a heavily outdated operating system, and since your laptop is running it it's very likely that the hardware inside is slow compared to modern day.
I also thought Windows was banned in Russia, but I digress
