i've been looking around on the internet for snap 4.0.0 even on web archives i wonder if anyone has a copy of snap 4.0.0?

Of course if you go way back in time on the snap github repo, you might be able to find the full snap 4.0.0 release.
Edit: after checking the releases tab on github, I found v4.0
