When I try to scroll down in the project page, the screen forces itself to stay at the top of the page, meaning that I can't get to the bottom. Why does this happen?

This happens to me and the temporary fix for me is to delete the tab that’s casing you the problem then open it back up.

ive had the same issue, the only fix (that I could find, at least) is to zoom out to access... whatever else the project page contains.

This happens all the time for me. The easiest way is to just click around, and it will stop. Hope this helps!
This is the answer, but the OP might need a clearer explanation: If you click inside the project window, then later mouse actions are sent to the Snap! instance running in that window, and from there maybe to the project itself. If you click outside the project window, then mouse actions will be processed by the web page itself rather than by the inner Snap!.
This is intended. When you scroll outside the project window, it tries to keep the project window at the top (though due to my display scaling, it can sometimes cut off the bottom). You can click out of the project window, and then you'll be able to scroll freely. If you click in the project window, it'll enable the scroll lock again.
I don't know why it's coded like this, because scrolling outside the project window can't be detected (without javascript), because the only blocks that can detect scrolling, have to have the mouse on the stage (which btw, the browser already doesn't scroll the page when you scroll in the project window).
