This is not an issue, it's really just a file size limit that the devs set. Try reducing the amount of costumes / sounds, or replacing them with compressed versions.
You can still save your project to your computer (file > Export Project), so you can do that instead of saving to the cloud (at least until you can get the file size smaller than 10 mb)

Even scratch 3.0 doesn’t have a limit on the sole size
There is a limit, it's just a bit more complicated (and technically larger) than snap.

Why is there a size limit in the first place? Is it because Snap! can't handle a massive project?
Costs of cloud storage.
Snap! doesn't have the same level of funding that Scratch enjoys
