How do i make pen display at top layer

PEN writes onto the stage only. So you cannot control its layer.
However, you can use pen motions, which are captured in the PENTRAILS. Then you can make a costume out of the PENTRAILS and assign that costume to any othe sprite in your program. Once asigned to a sprite, you can control its layer.
