i don’t see any when[] block in the controls category in the editor. it’s a bug. where did it go?
also there is no numbers from[]to[] block.
and also the new costume[] block.

None of those blocks are missing. Even though I don’t understand Bangladesh, I can tell they’re all there. Whether the translations are correct is beyond me.
Just saying, the order of blocks do not change with the language, so you can switch to a different language you’re more familiar with to find a block, and then switch back.
Edit: oops, you were looking for the (new costume @list width ( v) height ( v)) block, though that’s also there.
I found the following blocks:
