Make a new category programatically

Exactly what the title says, is it possible to make a category programatically (preferably without js)

I assume yes but don’t know how

I actually created a library to do this, although it does use javascript.

we can change categories of custom blocks using this, but we can only change it to categories already made.

so we should be able to make new categories using this block but we cant :(
