i wanted to make one that is familiar to the Samsung loading spinner (like the green and blue ones)

This is why I doubted scratch, (sorry I don't mean to insult you) They look unprofessional.

The problem with Scratch's paint editor is, it thrives on simplicity. The reason for this is so children using Scratch can understand it. But the problem is it can't make complex vector art.

Another problem is, if you import a random svg image, and it has something Scratch's paint editor doesn't support(e.g. edge rounding), It won't display the vector correctly.

not everyone uses windows and Linux so the scratch paint editor is like the only one to do it for @joecooldoo it is very simple for beginners, i use windows 10 and i mostly use paint.net , it is a very good bitmap editor (replacement for mspaint.exe) , the controls are very hard when first using it when i used to use mspaint and scratch paint

I don't like bitmaps because if you zoom into a bitmap it will be all blurry.
And if you zoom in on a vector, it won't loose quality.
