It's essentially when someone with a lighter skin tone puts on makeup (especially very very dark makeup, including face paint) to appear as if they are a darker skin tone. It's racist and terrible, and was usually more around a while ago (I want to say earlier 1900s). It was meant to make fun of and insult people who have darker skin tones, especially by pairing it with stereotypes.

I didn't mean to suggest that. If I'd thought that, I would have said so privately, followed by a ban if he didn't change his stance.
