It's called codification, without the N. It's basically the process of mapping different blocks to text code, so that you can, say, see what a certain script would look like in Python. Check out the "codification" example project to learn more.
... but I don't think codification is really what people are talking about here. They're interested in TELL or RUN, i.e., message passing.
I suppose in theory now that we have block hiding, we could have the stage actually be a sprite, but with a different costume repertoire, and defer the check for stage-irrelevant blocks to runtime, which we already have anyway, in case a sprite does
