I have read the Snap! manual and have seen the fair hue scale, but was wondering if there was a fair hue scale that contains the same colors as the regular hue scale, but more evenly spread.
Nope, not in my colors library. But it's all written in Snap! (other than the underlying RGB get/set blocks), so you could tweak the numbers to make your own hue scale. They're in a table, documented in the Reference Manual, Appendix A.
