How do you turn on Dev Mode? What do you do with it?
Shift-click the Snap! logo, then you'll see a menu option "Switch to dev mode". Click that, and you're in dev mode!
As for what you can do with it, as a start, just right click anything on the gui.
Lots of uses. I mainly use it to get pictures of things that aren't scripts or sprites, such as dialog boxes, for the manual. (Alas, only in Firefox, for reasons Jens says are beyond our control.) But also to examine the state of Snap!'s internal variables for debugging.
