We've said repeatedly that we plan to allow comments on projects, but that there are other higher-priority changes to the site, especially implementing teacher and student accounts. That requires a redesign of the back end, so it's not going to be done without a lot of prior thought.
And yes, that will increase the moderation burden; especially at the beginning, I expect that we'll have to do a lot of comment deletion, until people get the message. That's another reason it's not going to happen while we pretty much have one person doing all the moderating; we have some ideas about how to be able to pay (university) students to help, but so far they're just ideas.
