Well - I can't even understand the question
Because it's rather obfucation than clarification (on purpose I think) 
Only one sentence in the whole description contains solution.
A spelling mistake in the title.
Once you understand the question then its not too bad (and very quick) to get the answer

I'm not sure if I overlooked or misunderstand the description. Does the mapping and order of the 5,6 segments digits differ for every row? And the mapping algorithm should be discovered as a part of the solution? And segments must be sorted before comparing?
Seems like overkill to me.
I think mapping is different for every row
And the mapping algorithm needs to work for all rows
And up to each of us to decide whether sorting helps or not
This is what I think - still haven't got an algorithm yet 
Finally managed to decode the displays and get the right answer for Part 2
