Add relabel in right-click editing pane to change variables

I think this menu should have both relabel and rename options

Because if we use the dropdown (which I only just noticed last week!) we are not renaming it, we are changing this reporter to another one which is what relabel does

The relabel option should ideally be a read-only menu of current scope variables

And the existing rename option should lose the dropdown

I realise I may not have thought through all the implications but I think something needs changing to make things clearer

We know there are problems with renaming variables, especially in the Block Editor, and will be revisiting this at some point. I think your idea is good, for then. And maybe it should be bumped up a bit.
