Accurate rotating

Now I’ve been trying to make a Bloons tower defense copy, and my current issue is that to make the bloon turn on the road, I used the rotate.

But the issue is that the coordinates which I rely on for it to actually stay on the road vary a lot EVERY turn.

Is there anyway to make this more consistent?
