Account Banners?

How do you get account banners??? I saw one on @oofpaste249 's account and uh yeah how am i able to get account banners

First, go to your profile, and pick preferences. Pick the profile button and go to the profile headers. You can then upload a header

Then in the profile tab, scroll down to profile header and user card background

Do I have to be at a certain trust level to do this? I'm looked in the profile tab and I can't see it as an option.
