That's BYOB, the predecessor of Snap!. You download it and run it on your computer as an application, not as a web app. I don't know why it's called "Scribble"; I'm guessing it's some kid's mod of BYOB.

Ah, that reminds me of all the way back in 2017... there was no internet at my home, so I went to the local library and used Snap!, but I wanted to keep progressing on the project I was making after the library closed, so I kept the Snap! tab open and just went back home.

It worked perfectly fine, it was technically an offline Snap!
