Technically you don't actually get banned for mentioning this stuff on scratch, you get muted, meaning you can still share projects, you just can't comment.
Well you don't get banned for talking about them because turbowarp is the most popular scratch mod, and everyone talks about it (linking to it in their projects). I don't know if they allow gandi ide or penguinmod, but I'm assuming they do.

Nevermind. Looking at the community guidelines, they banmute you for talking about extensions, not mods.
penguinmod doesn't want itself to be mentioned on scratch (AFAIK)
they just said that because mentioning it resaults in a ban due to the content of the discord server

Oh. Yeah, I guess that doesn't surprise me. Different age users and all that. My own one brief experience with Discord was unpleasant and I'm not eager to repeat it.
