Scratch uses a different file format from Snap. Use Snapinator to convert projects from Scratch into Snap.
Note that Snapinator has not been updated for several years, so certain conversions may not work. Also note that there are a few Scratch features that don’t directly correspond to something in Snap (Username, Online?, Face Recognition Extension [Snap has a face recognition library but it uses quite different blocks from Scratch], etcetera).
Snap is Scratch-inspired, not a Scratch modification, so they don’t promise to support all Scratch projects or allow you to directly open sb3 files.

it’s impossible for me to do that because my mom blocked scratch because im on it too much so i only have the scratch offline editor and turbowarp offline editor (turbowarp is a scratch mod)
Your best bet is to just recreate it in snap then.

because scratch useses .sb3 files (which are just .zip files in disguise) and snap uses .xml files, which are very different formats.
that being said, i could try to recreate snapinator inside snap
