I think it should work if it is the same as a set block, a variable block, and a plus block.
SET isn't one either. You can't put a list in its first (pulldown) input slot, and a list in the second slot means to set the variable to the entire list.
The set block doesn't need to be a hyperblock though. If this was accepted, 
would set the variable to 
The set block already works here, only the change block doesn't.
