It happens to me very often to answer at least two replies that I read at the same time in the forums. And the forum's engine complains that I'm too fast. I understand the rational, but could the block for too many quick posts be fired after for example two replies instead of just one?
To work around this, you can have both replies in one, and have some sort of separator between the two replies. You can use *** to make a horizontal bar. You can also mention the person you are replying to in both of the replies to make it clear who you are talking to, and to simulate getting a notification from a reply for the person you are replying to..
